    TWENTIETH-century teaching is not adequate to serve 21st-century students. The redesign of teaching and learning for the next century is taking root today in new and more challenging education standards for students. States and localities are establishing priorities for what teachers are expected to provide, along with explicit standards about what students should know and be able to do as a result of their education. As the demands on students become more rigorous, guarantees that the education system is staffed with professionals capable of teaching to achieve these standards become more essential. Standards for students must be matched by standards for teachers, and licensing requirements must ensure that all students are taught effectively.
    The reform of teacher education on a nationwide scale is a complicated task in the United States, where education policy is not set by a single central authority. Instead, this authority is held by 50 separate state systems and extra-state jurisdictions and by local school districts.
    In many instances, the bodies that regulate teacher education are independent of the agencies responsible for teacher licensing.
    With authority for teacher education so decentralized, large-scale, systemwide reform can be accomplished only by means of a unifying vision, with varied routes to realize the vision. A common vision is necessary to ensure the compatibility of approaches taken by different state authorities to improve student achievement and to provide consistency of direction at every point in the career development of a teacher. A widely recognized set of standards for the performance of teaching professionals can ensure the needed consistency and compatibility.
    The Interstate New Teacher Assessment and Support Consortium (INTASC), created in 1987 as a program of the Council of Chief State School Officers, is engaged in a multistate effort to craft model licensing standards for teachers that reflect the intent of the standards for students. INTASC’s primary constituency is state education agencies, including state departments of education and independent standards boards responsible for teacher preparation and licensing. Currently, 36 states are actively involved in the INTASC projects.
    Also participating are members of the following organizations: the National Board for Professional Teaching Standards, the American Association of Colleges for Teacher Education, the National Council for Accreditation of Teach-er Education (NCATE), the National Association of State Boards of Education, the National Association of State Directors of Teacher Education and Certification, the National Education Association, and the American Federation of Teachers.
    INTASC’s approach to creating standards is based on a holistic conception of career development for teaching professionals. Thus it aims not only to describe rigorous expectations for beginning teachers but also to lay out the elements of competent entry-level practice in a way that ensures consistency with emerging visions of accomplished teaching. In that way, licensing standards would describe the goals toward which teachers could work throughout their careers to achieve excellence in their profession.
    INTASC began its work with the vision of competent teaching embodied in the statement of “Initial Policy and Perspectives” from the National Board for Professional Teaching Standards. Through its standards for recognizing expert teachers, the National Board is articulating a model of what constitutes excellence in teaching. INTASC’s performance-based licensing standards provide the foundation for professional development throughout a teacher’s career.
    INTASC’s work also builds on new developments in a number of pioneering states and on the thinking of the Holmes Group, the work of John Goodlad, and other major initiatives designed to reform teacher education. Mirroring these influences, INTASC crafted core standards that describe essential characteristics of teaching, regardless of the subject, grade level, or students being taught. These core standards were designed to have two important attributes. First, they are performance-based — that is, they describe what teachers should know and be able to do from the moment they enter the profession. Second, they are linked directly to current views of what students should know and be able to do in order to meet new K-12 standards for learning challenging subject matter.

      This had to have been written by an attorney because who else could confuse you so ? My personal opinion about teachers is that the majority of them are doing their best. They have too many obstacles preventing them from giving children the education they deserve. Some issues that should be clarified are : discipline, homework, parent involvement and manners. Without the cooperation of the parents it is very difficult to be a successful teacher. All the training in the world doesn’t prepare you for the many problems that arise throughout the school year. Good common sense and a firm commitment are needed from every instructor, and follow-up by the parents is essential. Until they clean up the obstacles in the classrooms, nothing will fall into place.

    1. What is the vision or dream of that Presidentiable for this country or his/her own area of influence ?

Does he/she knows how to plan and execute program to the maximum level of performance? “Hindi lang yung puro press release ang ginagawa, pero kapag tinangnan naman ang nagawa na para sa bayan, wala syang pweding maipakikita na tangible accomplishment sa mga Filipino. Mas maraming nagawa mas maganda. At gaano ba karami na ang buhay na naayos na dahil sa nagawa nya para sa Pilipinas?”

    3. What are the things that he/she already accomplished in the public service which made an impact in the lives of our people, particularly in the socio-economic, governance, human and spiritual aspect of development?

    4. How effective is he/she as a leader? Does he/she possesses the attributes of an admired leader? I mean, honesty, forward-looking, inspiring, competent, fair-minded, supportive, broad-minded, intelligent, straightforward, dependable, courageous, imaginative, caring, determined, mature, loyalty (for the country), self-controlled, independent and decisive.

    5. Is he/she has an effective governance skills/attributes. These include accountability, proactive, good example/model leader and planner, convergence, transparency, responsiveness, political will, commitment to reduce corruption (hindi yung plastic, dapat sincere), priority to excellence and participation, wise planner and spender (efficient use of government funds that have bigger impact on our people and the Philippine society).

    6. What about his/her learning approach as a professional, in his own area/s of expertise? Does he/she practice interdisciplinary/transdisciplinary approach to learning in whatever expertise he/she has? We need a President who has a multi-tasking skills. Remember that what he/she is expected to do as a President (or any other political leadership position), if he/she will be elected by 2010 comprise the gamut of socio-economic, governance, human and spiritual challenges and needs of this country (at napakarami nila). “”Kaya nyo ba talaga magkaroon ng impact sa mga bagay na nabanggit in the next six years.”

    7. Is he/she serves as a model for all kinds of people? We need to develop meritocracy in this country. How did he/she serve for his/her family members (loved ones and relatives), constituents and employees? If at the family’s level he/she is not okay or he/she fails to govern, he/she should not be our next President, because how come he/she would be able to solve the problems and needs of the Philippine society, if he/she cannot start it in his/her own home. Remember, family is the basic unit of the society.

    8. This sound spiritual but this is the most important thing for a Philippine President (or any other political position): Is he/she acknowledges God for the stewardship that He has given him/her in terms of his/her knowledge, wisdom, power and authority? “Seek first His kingdom and His righteousness and all these things will be given to you.” If God is with you who can be against you. But the problem is, what if God is not with you, who can be with you. I leave that to all!

    If in these assessment indicators, he/she or anyone of them fails, I believe he/she should not be elected as our next President. This coming election by May 2010, we need to be wise in deciding who we are going to choose. The Presidentiable should be a man who has the vision to contribute and solve the socio-economic, governance, human, and spiritual challenges of this country.
